金融庁が仮想通貨交換業の規制を更に厳しくする方針へ | CRYPTO TIMES [クリプトタイムズ]
コインチェックのNEM流出事件を受け規制を強化している金融庁ですが、仮想通貨交換業への登録審査を更に厳しくする方針であることが明らかになりました。
同庁は、顧客資産の分別管理体制、株主と経営の分離などといった5項目に沿い、業者の直接訪問なども加えて運営体制を更に詳しく精査すると発表しました。
ゴールデンウィーク明けから、コインチェックの事件以降に登録を申請する全業者を対象に今回の審査項目を適用する予定とのことです。
大きな変更点としてまず顧客と業者の資産分別管理の徹底が挙げられました。顧客の資産残高の流用形跡がないかを時間単位で調べるとされています。
また、株主と経営、システム開発担当と管理担当を分離させるなど、企業内からのシステム改ざんを満遍なく対策することにもなっています。
仮想通貨の保管方法に関しても、今後はインターネットに繋いだままにする保管方法は禁止されることになっています。また、匿名性の高い通貨の取引も資金洗浄防止の観点から禁止される方針です。
これからの審査のフローとしては、書面で確認後に会社を実際に訪問し、システムや企業内部の視察が行われる予定です。…
